Elevate State
The Elevate State Plan is a forward-thinking vision for the State Street corridor in Chicago’s Loop community. Elevate State was originally a collaboration between Chicago Loop Alliance (CLA), Special Service Area #1-2015, Chicago Loop Alliance Foundation, a diverse consultant team, stakeholders, and the community (you!).
After a hiatus in 2020 and 2021, the planning process transformed into a part of the Central Area Recovery Plan led by Urban Land Institute Chicago, the City of Chicago Department of Planning and Development, and Chicago Loop Alliance. The panel’s final recommendations and report were released in December of 2023.
2023 Elevate State Plan
The report presents more details on recommendations that the ULI Chicago panel first presented at a community meeting on August 16, 2023 at the Harold Washington Library, including elements aimed at improving State Street and addressing unique challenges and efforts to mitigate the effects of climate change.
2023 Street Tap Process
The Urban Land Institute Chicago (ULI Chicago), with support from the City of Chicago Department of Planning and Development and Chicago Loop Alliance, convened a multi-disciplinary panel of real estate professionals and cultural leaders to develop recommendations to reenergize and “Elevate” State Street from Wacker Drive to Ida B. Wells Drive.
2019 Plan
Elevate State will be the Chicago Loop Alliance’s first plan for State Street since 1987, when the organization called for the street to be reopened to automobile traffic after a stint as a bus and pedestrian mall.
