Wells Drive. The report presents the findings from convening a multi-disciplinary panel of real estate professionals and cultural leaders to recommend strategies to establish State Street as a vibrant, mixed-use district, for Chicagoans and visitors, in the heart of the City. <strong>View the full report recommendations <a rel=\"noopener noreferrer\" href=\"https:\/\/loopchicago.com\/es\/assets\/Elevate-State-TAP-report.pdf\/\" target=\"_blank\">here<\/a><\/strong><strong>.<\/strong><\/p>\n\n\n\n<p class=\"lc-post-paragraph wp-block-paragraph\">The report presents more details on recommendations that the ULI Chicago panel first presented at a community meeting on August 16, 2023 at the Harold Washington Library, including elements aimed at improving State Street and addressing unique challenges and efforts to mitigate the effects of climate change.<strong>\u00a0<\/strong><\/p>\n\n\n\n<p class=\"lc-post-paragraph wp-block-paragraph\">\u201cWe look forward to supporting Chicago Loop Alliance and the city in implementing the panel\u2019s recommendations to elevate State Street as Chicago\u2019s Great Street, a place for world-class cultural, learning, and entertainment experiences that are uniquely Chicago.\u201d said <strong>Mark Kelly, ULI Chicago Panel Chair and former Commissioner<em>, <\/em>City of Chicago\u2019s Department of Cultural Affairs and Special Events (DCASE)<\/strong>. \u201cA thriving State Street is essential for the vibrancy and long-term health of the downtown and the city.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large loop-image\"><img decoding=\"async\" src=\"https:\/\/loopchicago.com\/wp-content\/uploads\/2026\/05\/DSC8125__ResizedImageWzEzMjAsODgwXQ.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"lc-post-paragraph wp-block-paragraph\">Key recommendations include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Creating <strong>space to host special events<\/strong><\/li>\n<li>Encouraging <strong>adaptive reuse, including<\/strong> <strong>new residential<\/strong><\/li>\n<li><strong>Reimagining the streetscape<\/strong> to enhance safety and shape visitor experience<\/li>\n<li>Embracing State Street\u2019s connectivity through public transit, multimodal transportation and walkability, currently garnering a <strong>perfect transit score of 100\/100 by WalkScore<\/strong><\/li>\n<li>Capitalizing on the <strong>three anchors of the street<\/strong> \u2013 arts and culture; retail; and education<\/li>\n<li><strong>Utilizing Chicago Loop Alliance<\/strong>\u2019s role as sole service provider for State Street SSA #1-2015 and the ability to expand its reach through <strong>Business Improvement Districts (BIDs) <\/strong>pending Illinois congressional and Chicago City Council approval.<\/li>\n<li>Expanding geographic boundaries of the <strong>LaSalle Central Area TIF<\/strong> to include State Street.<\/li>\n<\/ul>\n\n\n\n<p class=\"lc-post-paragraph wp-block-paragraph\">Since the August community meeting, Chicago Loop Alliance began integration and execution of several key strategic opportunities, such as the recent <a href=\"https:\/\/loopchicago.com\/es\/in-the-loop\/enteractive-state-spruces-up-state-street-through-october\/\">Enteractive State<\/a> installation along State Street throughout October. As the organization is primed for managing the experience of State Street visitors, Chicago Loop Alliance also incorporated a variety of recommendations into their new five-year strategic plan, which will be released in mid-December.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large loop-image\"><img decoding=\"async\" src=\"https:\/\/loopchicago.com\/wp-content\/uploads\/2026\/05\/DSC07134-2__ResizedImageWzEzMjAsODgwXQ.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"lc-post-paragraph wp-block-paragraph\">\u201cState Street is an invaluable corridor for Chicago and serves as a representation of the mix of uses available to major throughfares beyond motor vehicles,\u201d said <strong>Michael Edwards, President and CEO of Chicago Loop Alliance<\/strong>. \u201cThe Elevate State plan provides sufficient evidence that successful, innovative programming like <a href=\"https:\/\/loopchicago.com\/es\/events\/sundays-on-state\/\">Los domingos en State<\/a>, as well as the dynamic mix of sectors present along State Street, will drive the Loop forward as a world-class downtown.
